The affiliation layer is the hard part
A university is not a bigger college. The work is coordinating institutions that each have their own systems, calendars and staff, then producing one examination process and one set of results from it.
So the design starts from data exchange rather than data entry. Colleges send what they already hold; the university processes it.
Results are the pressure point
Everything else can slip a week. Results cannot. Marks entry, moderation, processing and publication are built to run with several people working in parallel, with a clear audit trail of who changed what.
An honest scope note
This is a large system and a long implementation. Anyone quoting a university go-live in a few weeks has not counted the data migration from your existing records. We would rather phase it — one process at a time, usually examinations first — than attempt everything in one session.

Can affiliated colleges keep their own software?
Yes. Most do. We define an exchange format so colleges submit student, attendance and internal marks data from whatever they already run, rather than forcing every college onto one system.
How is examination confidentiality handled?
Role-based access with audit logging on every record, separate workflows for confidential material, and no single account that can see everything. We document the controls so your examination committee can review them.
Is this different from college management software?
Substantially. College software runs one institution. This runs the layer above it — affiliation, central examinations across colleges, result processing and degree issuance.
